Here VTE and iTerm2 differ, but from a practical point of view, this difference should not matter. (VTE automatically assigns a new unique id whenever it encounters an OSC 8 with a URI but without id. That is, it automatically connects cells that were printed in a single OSC 8 run, in case there was no explicit id. iTerm2 looks at the onscreen contents and connects those cells that are next to each other, lack the id, but point to the same URI.)
