1926年2月，李锡铭同志出生于河北省束鹿县（今河北省辛集市）。1946年入清华大学读书，受革命进步思想影响，积极投身爱国学生运动，1948年3月加入中国共产党，任中共清华大学地下党支部委员。1949年3月，受党组织委派到石景山发电厂担任厂党总支宣传委员、团委副书记，积极在年轻人中传播革命思想，卓有成效地开展建团工作。
