To break through the unilateral governance framework dominated by a few hegemonic countries in the outer space security agenda, the security governance of outer space militarization should surpass the limitations of national size, military strength, and levels of economic and technological development. Instead, it should continue global dialogue on the demilitarization of outer space and responsible behavior in space in an inclusive manner involving multiple stakeholders. This dialogue should aim to establish principles, norms, and conventions around common and urgent security concerns. At the same time, we need to overcome the current constraints that only sovereign states can act as the main bodies in artificial intelligence security governance.
